I.      CALL TO ORDER - 7:35 p.m.

II.     ACCEPTANCE OF MINUTES

        Minutes of Meeting of April 3, 2002

III.    TOWN PLANNER’S REPORT

        Master Plan Committee

        Town Planner Noreen O’Toole said that the next meeting of the Master Plan Committee is scheduled for May 13, 2002 at 7:30 p.m. She noted that she had received town buildout maps from the Executive Office of Environmental Affairs. The Committee’s consultant, Carol Thomas, has received a set, Ms. O’Toole said, and she will be mailing handouts for town meeting outlining the committee’s progress to date.

        Hanson Trails Committee

        Ms. O’Toole said no meetings of the Hanson Trails Committee have been scheduled.
Chairman Philip Lindquist asked Administrative Assistant Barbara Ferguson to contact Trails Committee Chairman Philip Clemons to schedule a meeting.

        Zoning Bylaw Committee

        Ms. O’Toole said that the Zoning Bylaw Committee will be meeting on May 20, 2002 at 7:30 p.m.  The Committee is reviewing possible zoning bylaw changes for the October Special Town Meeting, she said.
        Old Colony Planning Council Transportation Committee

        Ms. O’Toole said she missed the last Old Colony Planning Council Transportation Committee meeting.  The committee has been reviewing the TIPS program.  Hanson has no projects on the TIPS list, she said.

IV.     APPOINTMENTS

        Land Planning, Inc.
        Conceptual Plans
        Lakeside Road, Brook Street

        Bernard Munro of Land Planning, Inc. of Hanson presented the Board with a conceptual plan dated April 16, 2002 for a 12-acre parcel on Brook Street owned by Regina Farrell. Mr. Munro said that Mrs. Farrell is interested in subdividing the property into 11 house lots. The property is located in a Residence A Zoning District.

        The Board again reviewed a proposed improvements plan for a acre parcel on Lakeside Road owned by Lori Earner reaffirming its position that the access is inadequate and road improvements would be required for the construction of any new homes. Members said the road improvements should be made within the existing layout.

        Town Planner Noreen O’Toole advised Board members that the office, review engineer, Michael Perrault of P.M.P. Associates of East Bridgewater, and Building Inspector Michael Kennedy had not received the set of plans before them until earlier in the day and had not had time to review them.  The plans reflect comments contained in an April 13, 2002 letter from Mr. Perrault and an April 3, 2002 memo from the Hanson Water Department. Ms. O’Toole said that she had spoken to Patricia Cantor of Kopelman & Paige, town counsel, and been advised that, if the only change from the original plan is the radius, the Planning Board can endorse the plan without a new public hearing.  If the changes are more substantial, she said, a new hearing will be required.  Developer Robert Gosselin and his engineer, Richard Grady of Grady Consulting of Kingston, noted that the existing Certificate of Action requires a letter from the Zoning Enforcement Officer indicating the plan meets current zoning and an order of conditions from the Conservation Commission.  Mr. Grady said that the Conservation Commission has been scheduling the development for every meeting since last August waiting for an endorsement by the Planning Board.  Ms. O’Toole said that, under the circumstances, the Board would be willing to endorse the plan prior to receipt of the order of conditions but a review of the new plans would still be required by P.M.P. Associates and Zoning Enforcement Officer Michael Kennedy. If the order of conditions trigger any changes, the Board said, the definitive subdivision plan would need to be revised. The next session was scheduled for May 1, 2002 at 7:30 p.m.

        Meadowbrook Estates
        Schedule of Completion

        Bernard Munro of Land Planning, Inc. of Hanson and Meadowbrook developer Edward Johnson met with the Board to discuss a request for an extension for the completion of the Meadowbrook Estates subdivision to June 30, 2002 and a schedule for completion submitted by Johnson Construction in conjunction with the request.  Several residents of the subdivision were also in attendance.

        Mr. Munro said that he had met with the contractor and made arrangements for the roadway to be staked out within a few days. He said he has asked that the base course for the sidewalk be done first as well as the returns for the granite curbings so he can set the bounds.  The sidewalk crew will then come in for the final course, he said, followed by the final course on the roadway.  Loaming and seeding and any required patching, he said, will be done before  the wearing course is laid.  Fencing and trees at the basin, he said, are in the order of conditions from the Conservation Commission. The lot owners, the Board said, will need to go to the Conservation Commission, if  they want any amendment.

        Developer Edward Johnson said he would like to put in the street trees as soon as possible and the residents in attendance were in favor.  Red and green maples were agreed upon with the locations on their property to be decided by individual homeowners.  Mr. Johnson was also asked to provide the Board with information on the proper maintenance of the basins within the subdivision to be passed on to the Highway Department. Residents were advised of the procedure for road acceptance by the town. Residents expressed concern about equipment stored on the site under the power lines. Mr. Johnson said all equipment would be removed as soon as possible. Satisfied with the schedule for completion and the information presented by the developer and his engineer, the Board determined that the requested extension should be granted.

V.      NEW BUSINESS

        Colonial Heights
        Inspection Report, Merrill Associates

        The Board reviewed an April 8, 2002 inspection report for Colonial Heights from its review engineer, Merrill Associates of Hanover.  The Board asked Town Planner Noreen O’Toole to contact Town Counsel by certified mail for information on the steps that must be followed to take over the bond for a subdivision.
        
        Letter from Highway Surveyor
        Grant of Extension on Completion of Charles Street

        The Board noted a letter from Highway Surveyor Richard Harris to Donald Ellis of ELKO Construction granting an extension of 90 days to July 2002 for the completion of  road work on Charles Street related to a Planning Board adequate access determination. The purpose of the extension is to allow the final house to be constructed before the road work is completed.

        Board members reviewed an April 11, 2002 memo from Chairman Lindquist to the Private Road Oversight Committee commenting on Roller Coaster Road roadway modifications and an April 17, 2002 memo from Chairman Lindquist to the Road Safety Committee on Main Street sidewalk improvements.
                
VI.     OLD BUSINESS

        Due to the lateness of the hour the Board took no action on establishing rules and regulations for filing for a special permit for Adult Retirement Communities.

        Alden Way
        Memorandums from SITEC

        The Board noted an April 4, 2002 letter from Steven Gioiosa of SITEC of New Bedford to his client, Hanson County Road Associates, reviewing items requested by the Planning Board for the completion of the Alden Way subdivision at its April 3, 2002 meeting and also an April 11, 2002 memo from Mr. Gioiosa to Town Planner Noreen O’Toole indicating the date for completion of five tasks.  The next meeting on the Alden Way subdivision has been scheduled for May 1, 2002 at 9 p.m.
